Have Drugs Been Legalized in Mexico?

Question by Samuel J: Have drugs been legalized in Mexico?
By drugs I mean, marijuana, cocaine, methamphetamine and so on, all of which as I understand it, have to be kept withing a small quantity.
anyway I DON’T WANT TO KNOW how you feel about this, just looking for facts and sources, thanks to all those who answer ( unless they provided personal opinions and/or feelings ) ;D

Also I heard even if it IS legal, authorities are still forced to penalize those who carry the after mentioned drugs, So another question would be, when is the new law expected to carry towards the form in which police address someone who is seen carrying drugs?
