Need Advice on a Driver License Renewal Situation?

Question by Dave M: Need advice on a driver license renewal situation?
I have had a driver’s license – perfect driving record – in the State of CA for the past 25 years – when I went to renew my CA driver license was hit with a renewal situation from the state of CO that prevents me from renewing my drivers license. This issue date back to 1985, requires a fee, proof of insurance, no problem but then it requires proof of completion of some type of level one or two drug abuse program.
I’m 69 years old, living on social security, have been living a very sober life for the past near 30 years and get hit with this, have called a lawyer was told they didn’t handle out of state cases – at the moment don’t know where or what to do. I’m a Vet thought I would try and look in to the VA here in Tucson where I’m at at the moment. Any Lawyer out there who could advise me I would be happy to pay a fee to solve this situation..

I had something similar happen on renewal of my license a couple of years back from an unpaid speeding ticket from 20 years earlier in another state. The local judge in the city where the ticket was given had dismissed all the old minor tickets so nothing was owed to the city. But the state was charging $ 50.00 to clear my license.

I say all this to preface the fact that I learned that there is NO way you are getting a license renewed unless the other state clears it. It will probably take a lawyer in CO.
